How the finder decides

It filters the tracked programs by district (boundary rules differ by program; see what counts as Northern Ontario), by applicant type, by what the money is for, by whether you can cover a share of the cost, and by whether you will take repayable money. A program with nothing recorded on one of those axes is kept rather than dropped, because silence in the dataset is not a disqualification.

It does not score fit. That judgment belongs to you and to the program officer, and a local office will do it with you for free.
