How the finder decides
It filters the tracked program dataset by district (boundary rules differ by program; see what counts as Northern Ontario), by entity type and by project type, then flags each match as a grant, a loan or a partly repayable instrument. It does not score fit; that judgment belongs to the applicant and the program officer.
